Captain "Skinner" is a notorious pirate famous for picketing the void surrounding Port Wander. Under the old regime, the Arbites didn't have the authority to pursue, and the Captain wasn't nearly a large enough threat for the Navy to pursue. The new way, however, has set aside a budget for the elimination of such annoyances.
